You can choose to use the default project sections created in your settings or you can create a new structure from scratch.

- Go into the respective package in a project.
- Click Add Sections in the left panel as shown.
- Fill in the needed details in the form.
- Repeat the process 2 & 3 for as many sections as you want.
You can create the child section:
- Write the section name(Child section).
- Select the parent section from the drop down to create the hierarchy.
- Click Save
You can set some section templates in your master settings - Use it while you create the package to escape the above process.
If you can't find the left panel. Click 
present on the left side of the project view.
